The VBBS was a development project for the European Space Agency, which aimed to provide police, government, business, transport, and other authorities with a tool to monitor and control vehicle activities. The system developed also has the extra option of providing useful information to the driver.

The operation of a black box for cars with communication dedicated to short distance using 802.11a was successfully demonstrated in the end of the project.
